Several of our users have E5 licenses and Power Apps license and they are still prompted to start free trials. We have an app that is ready to be deployed but can't be because everyone who clicks on the link gets prompted to start a free trial. This is very frustrating!!!

The error message shows that your app is using Dataverse (formerly Common Data Service). That is a premium connector, so your users will need a Power Apps Premium license or Per App licenses. Neither Office 365 E5 nor Microsoft 365 E5 licenses contain usage rights beyond standard connectors (meaning, connecting to M365 services like SharePoint, Outlook, Exchange).
