Which security role permissions affect Attachments on a particular entity?

So I've been conducting some testing on a new app I built and everything was going completely fine until I hit this issue:

 

A user with an Organization priviledge type (for each available option, CRUD+) for a particular entity cannot delete the attachments added to a record for that entity if the attachments were added by another user.

 

I've been pouring over documentation associated with security roles for CDS and read as much as I can find on how attachments work in CDS and I've been unable to resolve this issue.

This is a show stopper for us right now. Am I just missing something obvious?

    I'd like for any Microsoft employee that comes across this to confirm what I believe is going on. An answer in the link below describes the way that attachments are stored in the CDS.

    And indeed the documentation seems to confirm this: https://docs.microsoft.com/en-us/powerapps/developer/common-data-service/annotation-note-entity

    Though when looking at the documentation for Security Concepts (link below) the documentation mentions nothing about how to control access to attachments. I wouldve been saved a great deal of hunting around on web had documentation been more clear and verbose on this.
