Is there a way to grab meeting details like events and meeting times for other 365 user accounts? Currently, I only see methods that allow pulling calendar information from my own account but I would like to select another 365 users and get information from their calendar as well.

It used the O365Users FindMeetingTimes function to fetch meeting times for accounts specified

The functions list in the doc that you provided are all suppored functions now in PowerApps.
If your demands are not in the doc, then I suggest you bulid a custom connector.
You could cuztomize functions according to your demands.
