what are various option to create listener in Azure and calling from dynamics 365?

Depending on your integration requirements, you have lots of different options. Does it have to be a point to point integration where Dynamics (Dataverse) calls it directly? Or is middleware acceptable? How is the integration triggered? Some common patterns could include:

HTTP triggered Azure function that is optionally behind an Azure API Mgmt gateway, that could be called from a Dataverse plugin or custom API in real time.
Push Dataverse events to an Azure Service Bus queue or Event Hub.
Publish Dataverse Events to Azure Event Grid
Webhooks to push Dataverse events to an HTTP endpoint
