We are none profit organization and our license given a discount. In my Power Apps Development it is convinient to have another regular account for testing purpose such as approval flow and user interface design for different level of user. Recently, it turn out that the IT remove this account as Microsoft does not allow assign license to none organizational staff account. How would you guys do a testing. Do you do it with your main account or you use a testing account. If so, what options are availbe for none profit company to have testing account.

You can register for the Microsoft 365 developer plan.
https://developer.microsoft.com/en-us/microsoft-365/dev-program
This would give you access to your own tenant and up to 25 user accounts. This would be useful for testing the user interface design for different levels of user that you mention.
