Problem with Access in Power BI with Power APP

We offer a Power App for putting comments on KPI inside (embeded) in Power BI. Now users are facing following issue as attached. All access are checked accordingly. Only for a hand full of people it is not working. This is a critical report we are offering and need of course quick support from community:) Thanks
