Power Pages with Power BI Embedded Service

After spending weeks trying to gain correct permissions to firstly create a power pages site, then create application registration, then adding an admin user to power bi workspace, adding in various security permissions we are still unable to get embedded power bi working, currently stuck at below stage, has anyone actually got this working ?

Anyone had this issue ?

workspaces aren't visible unless you are a global admin.
