We have several Power Apps built from the Form settings. The creator of these form is not longer with the company, and the creator did not share the form with others. How do we change ownership of the form? How do we share it other makers?

A bit low-tech, but can you reinstate the account of the person who left (you have 30 days), reset the password and then share the app ? You might also lodge a Support Ticket with Microsoft
Thank you for your suggestion Warren. I tried all 3 techniques shown in the article: Both the Flow and PowerShell returned with the same 409 error: No permission to the 'SharepointFormApp' application that has ID = .... The COE Powerapps does not show the app in the environment or in the orphaned tabs.
I further researched the error message above and found a few posts which were informative, but did not offer solutions. FYI:

Finally, I wrote a Flow to obtain all of the Power Apps built from the SharePoint list settings page so we can monitor them.
