I'm trying to figure out exactly how the Power Apps Per App Plan licenses work.
If I have 50 unique users, and all 50 users access the app at least once.
If 1 of those users leave, can I share the app with 1 new user?
Or will I require a 51st per app plan license. As the new user will be the 51st unique user to access the app.
Basically, how does the license work with users who no longer require access to the app, or leave the organisation. Can the per app plan license get reused?

a lot of user have this same questions. The conditions of the per app license uses is not clear.
This is a answer from Support about a similar question:
"You have Per App licenses (aka App Passes) assigned in your environment. If any environment has at least one App Pass allocated to it, it effectively provides every user a Per App license in that environment. Currently, there is no strict enforcement in place when it comes to Per App enforcement.
Our Product Group is not enforcing Per App licenses (aka App Passes) at the moment. However, it is recommended not to rely on this as enforcement for use rights may be implemented.
Upon discussing the matter with the PG Team, we currently do not have a Licensing Consumption report. it appears that enforcing a Licensing Consumption report is not currently within the available options. For the time being, we don’t have a mechanism for a strict 1:1 license allocation, this essentially means that there won't be any disruptions to the business flow.
I wanted to assure you that the existing setup will still generate alerts through the report if there are any shortages of Per App Passes required for compliance."
Like you see, the assignament of these licenses is not defined at the moment.
