I have question regarding PowerApp licencing and restricted entities. Case is defined as restricted entity, and requires D365 for Customer Service enterprise/professional licence. But in Licencing Guide it is stated: "An entity within Common Data Service becomes restricted only if the Dynamics 365 application is installed on a giv-en environment".
So If I only use Power App per app licence, I can use Case entity without D365 for Customer Service Licence?
Additionally, if case is restricted, and I do not want to buy D365 licence, can I use custom entity, that will simulate case resolution process?

You would only be able to install the Case (incident) entity into a CDS environment, if you had a D365 subscription in the tenant at the time of the environment being created. Although you may include the entity in an environment, you are correct that a user would be precluded from interacting with the entity if they did not have an appropriate D365 license. The entity can exist in the DB, but a user would be given an error/unable to interact with it.
You can most certainly 'replicate' the Case entity as a custom entity. I recommend that you disambiguate the name of your custom entity, to avoid confusion if you ever include the D365 entity. You will not be able to (easily) replicate all of the functionality on the OOB Case entity, but you can at least have an entity that serves the same purpose of tracking something (like a Case, Incident, Report, etc.).
