DataVerse on Power App Development Plan unable to create - please help

I have a tenant on Azure and signed up for the free Power App Development Plan, which is supposed to give me a 3 GB DataVerse.
 
I do not have MS 365 and can't do self service requests and have checked my capacity on the resources page and it shows I have the 3GB and nothing used.
 
However, when I try to go to Power Admin and look at the environment and add DataVerse, it says that a A self-service signup plan is required to successfully complete this request.
 
I looked this up and it seems like this is only possible with MS 365 which I do not have.  I have tried co-pilot for answers but it keeps sending me in a dizzy loop looking at capacity and then this MS 365 self service.
 
Although in the environment, it potentially shows the 3 GB capacity, if I go back to Power Apps and try to create a database, I get the same message as above A self-service sign-up plan is required to successfully complete this request.
 
I am a global admin and I just don't know what else I can do to get the DataVerse created and a database underneath that.
 
Since I cannot contact Microsoft directly, is there anyone with the experience tell me what I can do, I really want to use Power Apps.

    I don't have an answer unfortunately, but I feel your pain. I'm just trying to do basic evaluation of Power Apps. I had to jump through all kinds of hoops to create a tenant so that I could register for a Power Apps developer account. Then I had to create a new user within that tenant because it wouldn't accept my primary Microsoft account, even through it's the admin of the tenant 🤷‍♂️. Now I'm stuck at the self-service error. It keeps trying to send me to 365 admin console to allow self-service signup, but I don't have access to that since I don't use 365. I tried giving my new Power Apps user the Power Apps admin role in Entra (figuring that an admin might not need the self-service permission), but that doesn't help either. Not a great way to attract new customers to the platform.

    A couple of things to check on:

    • Ensure that self-service signup is enabled in Azure Admin settings, if you’re allowed to adjust these settings.
    • If your organization has restricted self-service signups for security reasons, you may not be able to enable it yourself without organization-level changes.

    Another Option:

    • If your organization’s policies do not allow enabling self-service signup, you might try signing up for the Power Apps Community Plan as an individual developer. This plan provides a fully functional environment with Dataverse and other resources.
