I am getting this error when i am attempting to access power apps connected to a sql server.
I don't understand why the error says power bi.
Do you have any idea what is causing this error.

It generally means that the account you are accessing the app doesn't have permission to access that information.
I would check the permission to the SQL database, the connection in the maker portal and see if the connector is working properly.

The connector is working fine for me. It's the users that cannot access the application. I have been told by the security team that the users have read write access but think there still is a problem.
They are looking into open ports required for the application but isn't it true they don't need any open ports?
Are the users able to access the data outside of the application. I suggest you create a test account with the normal user's permission and check if that works. Trying to reproduce the error will help you understand cause of the issue.
The problem was the license. The users started with the trial license, and we thought the new license would be adopted automatically but it wasn't. That took a long time to resolve. Time to celebrate.
That error message stinks.
