Hi Team,
Below are 2 issues encountered
1. Not able to delete a specific Topic created.
1.1 doesnot have the Title or the content within it
2. Not able to add a Basic Card to a Message
Results in error

Please provide a bit more information. What is the error message you are getting? When you say Basic Card are you trying to add an adaptive card to a PVA message? Or something else.
For deleting a specific topic use the three dot context menu to the right of the Topic in the Topic list. If you can't see that please provide a screenshot of what you can see.

I believe you are using preview version , in this we also faced similar issue . We connected MS team
they said its preview version it is having bug " we will fix it soon in upcoming full version "
For Temp Fix
1.If you want recover the Topic go to Top right Corner and Click the three dot

Open it and copy the code
Create a new topic and go to open Code editor
Paste the code there
Note **
For Delete : If you cant delete with UI --> There is another
--> Go to Solution where ChatBot Components is Added and Delete the respective Topic You required
For Basic Cards : Add Respective Required fills it will work and Try to use in Question
