I am creating a chatbot from power apps added and publish via teams, but I cannot add an attachment via chatbot & store those attachments in dB.

Only using PVA not yet, I created an idea here: Attach file to Power Virtual Agents - Power Platform Community (microsoft.com)
But while Microsoft provide better in-app support for this, you can do the following,
