I am new in PVA if you don't mind can you please provide us some steps on how to create a web canvas app step by step and one more question can we add this in Microsoft Teams.

Only using PVA not yet, I created an idea here: Attach file to Power Virtual Agents - Power Platform Community (microsoft.com)
But while Microsoft provide better in-app support for this, you can do the following,
Microsoft has provided a github sample that attempts to mimic this capability.
