How can I create a document library form in powerapps that allows users to upload documents to document sets within the document library? What's the quick and easy way to do this since there's no out of the box attachment? Should I cut and paste attachments from a list and reconfigure it? Help!!

I am not exactly clear on your question, but you Document Libraries can only take one file per record, however they also can contain data fields, so you can put a common description for each set. As well you can have folders and do the same thing. They do not however accept attchments,

I thought I had answered that with the options - there is no such thing as a "Document Set" in a SharePoint Library - you have to build it yourself with either a folder structure or field values.
