Hello,

I am a manager currently reviewing the adoption of Power Apps in my company.

I have reviewed the official website regarding Power Apps licensing policies, but I still have questions and would appreciate input from experienced professionals.

Thank you

  1. Limited Power Platform use rights

I came across the following guidance:

Limited Power Platform use rights are included with select Dynamics 365, Microsoft/Office 365, and Windows licenses enabling licensed users to create applications and flows based on Microsoft 365 data.

What does "Limited Power Platform use rights" mean in this context?

Are there specific features in Power Apps that can or cannot be used under this limitation?

  2. Scope of licenses

If Power Apps needs to be purchased as mentioned in the first question, should licenses be purchased for all users who will use the app?
For example, if three employees develop the app and 50 employees will use it, would purchasing just three licenses suffice for all 50 employees to use the app?

    Power Apps License
I will add that a standard Office365 Licence allows the development and use of Power Apps using SharePoint Lists as a data source.

If you haven't done so already, download the Power Platform Licensing Guide link is on this page https://learn.microsoft.com/en-us/power-platform/admin/pricing-billing-skus

#2 is easier to answer.  All your users will need to be licensed (this means those that do not already have the appropriate use rights from licenses from another product).

#1 this is less easy - in the old days there used to be a lot of use rights from other products but over time Microsoft have reduced these, and also made it more difficult to understand the licensing properly.  The Power Platform Licensing Guide contains tables with circles that give an indication of what the use rights would cover  (there's a summary table about pg 5, and and in the Summary table the word "Select" links to Appendix B that lists out the actual products)
