Using Gallery Images with the PDF command

So...im trying to create a PDF and at the bottom i have a Nested gallery which is dynamically filled with images from each sharepoitn item in a collection. 
 
Basially im building a report that showcases mutliple surveys and the images from each survey , however images are not showing on the PDF. 
i believe i need to covert them to base64 , but this needs to happen dynamically and i dont want to use power automate .
 
Any ideas?

    Firstly I need to note here that the PDF converter does not handle images well, particularly when multiple images are involved. It does not (as you have discovered) resolve URL-based images as all.
     
    I went down the same track as you some time ago and ended up using the Encodian PDF converter, retreiving the images from a SharePoint Library with a Flow - it works well.
