I have 2 Azure tenancies. I built a vanilla canvas app (with no connectors) in Tenancy 1 and shared it with a guest user from Tenancy 2.
My understanding was that the Tenancy 2 licences could be used to access the app in Tenancy 1 (the Tenancy 2 user has full E5 and Dynamics CE licences).

But the app fails to load due to no licence, but works when I assign the appropriate E5 licence to the guest user.
Is this just how it is and apps cannot be shared with guest users without licencing?

Does the user in question has any Power Apps license assigned in either the guest or the host tenant?
So from my understanding the user has Dynamics CE and Office E5 in guest tenant. And he was only able to access the app once you provided him with an office E5 on your host tenant. Did you assign any other license to the guest user on your end? Could you provide which connections you are using in your app?
It could be related with some specific licenses that are not shared across tenants.
