Enterprise Mobility + Security E3 licensed users can access powerapps, without Office 365 E3 license

I have some set of users in my organization who only have (Enterprise Mobility + Security E3) license and not Office 365 E3 license.

 

Still the above set users can access powerapps without any issues.

 

I was in assumption that only users with Office 365 E3 license can access powerapp.

 

Can please clarify on above queries? Any supporting article link would be helpful.

    Hi @Iantaylor2050 ,

     

    The following provide the limited use rights for Power Apps with Microsoft 365.  Do they have any in this list?  This is from the licensing guide here.
