Dataverse to HTTP Post

Experts,

 

I am trying to send the dataverse table data to API link calling HTTP Post. Data from table should to API if the field(name) in table is not equal to following conditions . 

 

 I or Blank

Is it possible to apply the queries in HTTP field . Please share your expertise.
