You currently do not have a user license that allows you to publish in Copilot Studio

Working through the Agent Academy Lab 3.1, I am now hitting this issue when trying to publish my 3rd Agent ( see attachment). After rechecking my licenses, I have Microsoft : CoPilot Studio virial Trial , E5 Developer and Power Apps Premium.  
. I think the workaround is to keep test all Agents in draft status.

    Ah looks like the Trial license no longer allows you to publish your agents.  Therefore, I will need a CoPilot Studio User License or a Tenant-level Copilot Studio License.  It's like going to a car showroom and told you can test drive the chosen car, but you not allowed to move it out of the showroom!

    As a agent maker, If you want to publish a copilot studio agents you need a Copilot Studio User license. Previously this blocker wasn't there now Microsoft have updated this.

    You can publish the agents in an environment with a PAYG enabled for Copilot Studio, without assigning a per User license or a tenant-wide. You will still have a cost, but you won't have a monthly commitment and can control the quantity of operations to minimize it.

    Thanks,  following up on your link, I realised I had some CoPlot credits and once I allocated these to the dev environment, I was able to publish the Agent.

    Thanks for your suggestion.  I did look into these but it turns out PAYG is only applicable to Sandbox and Production environments.  I noticed a few of these  environments in my dev tenant were disabled.   So I went down rabit hole of trying to enable these both through the UI and PowerShell.  I happy to describe  this in a separate post.

      -EnvironmentName <envId> `
      -RuntimeState Enabled `
      -BackgroundOperationsState Enabled
