
Hi everyone,
I’m working with Copilot in Microsoft Teams and creating prompts that appear in the Prompt Gallery.
Currently, when I create a prompt (e.g., from Copilot / Copilot Studio integration in Teams), I can save it to the Prompt Gallery and share it with a specific Team, which works fine for the members of that Team.
However, I would like to make these prompts available to the entire organization, not just a single Team. I’m a Teams administrator, and my goal is to create a set of standard prompts that every user in the tenant can see in the Prompt Gallery.
My questions:
Is it possible to publish prompts to the Prompt Gallery for the whole organization (tenant-wide)?
Is there any admin configuration or policy that enables organization-wide prompts?
Or is sharing prompts limited only to individual users or specific Teams?
If anyone has implemented an organization-wide prompt library or knows the recommended approach, I’d really appreciate your advice.

Based on current Microsoft documentation, there is no documented tenant-wide publish option for custom prompts in Prompt Gallery.
The supported sharing options are:
Your prompts (personal)
Team prompts (shared to a specific Microsoft Teams team)
Prompt link sharing
I also did not find any admin policy or tenant setting that enables an organization-wide custom prompt library in Prompt Gallery.
The closest supported approach is to use an org-wide Team and share the prompts to that Team.
That way, they appear as Team prompts for everyone in that org-wide Team. Please note that org-wide Teams must be created by a Global Administrator, are limited to organizations with up to 10,000 users, and you can have up to five org-wide Teams.
So the practical answer is:
No documented tenant-wide Prompt Gallery publishing
No documented admin switch for org-wide custom prompts
Yes, sharing is currently documented for specific Teams or by link, with an org-wide Team being the nearest workaround
