as the subject says, can only people who create app be the only ones with premium plans , then all the others who access the plan be standard users, I am confused or does it have to be every one using the app that has to have the premium subscription
wow this just makes this expensive for any organisation, I was hoping mine and other organisations could have one app creator that has the premium while are connected to the same azure blob storage or azure sql. and users remain on the standard plan
normally I just use sharepoint within my organisation but I require a connector that I won't have to give the users access to the data source because this involves multiple organisations on different 365 plans writing into the same source, so I cannot use share point and the organisation does not have power apps provisions for guest users, I am using google drive because people are more likely to have a gmail account in addition to their work email. but if there was a way to connect one drive for business with regular onedrive such that it won't prompt business users to open an outlook account that would be great or any standard connector I wouldn't have to share data source with users.

When it comes to Power Apps there is no difference in licenses between users and makers (people who create apps). If the app uses premium connectors and requires a premium licenses then all makers and users of the app need a premium license.
