Is this what the Per app plan looks like in the M365 Admin Center (in red)? Since it is not named anything like "Per App Plan" or "Per User Plan" which would make sense, I was not sure and am trying to help a client out.

Plan 1 and Plan 2 are the old terminology. Those terms were extended for existing users from Oct., 2019 for one year or until their Office 365 licensing agreement expired (whichever was longer). So at this point it looks like they still have Plan 1 in place. Per app plans don't actually show up in the user licensing. They are assigned to the Apps in the Power Platform admin center and then destributed when the app is shared to people who need licenses. This blog post describes how per app licenses are managed.

I think this just deals with Per App License, for me I am trying to work with Per User Licenses.
I keep getting confused. I am working with the Per App Plan.

Did the old P1 plan allow for the use of "premium" connectors? or was that before "premium" connectors?
Both the P1 and P2 plans allowed the use of premium connectors. In those days there were some other limits on trigger timing and number of runs that were higher for P2. The point is that your P1 licenses will be expiring at some point, probably in the next year. At that point you will need per app or per user licenses to keep using premium connections.
