What happens if user or data load gets higher? Does Power Apps includes automatic scaling of the environment to extend the computing resources if needed?

Power apps runs "locally" (downloads to your browser or app), so it is reliant on the computing power of the device.
If you are using SharePoint however, then server throttling can sometimes be an issue.
