What license should I get for my case?

Case : I will have around 25-30 users who will be logging in (external users) to the powerpage portal once a month.

I am not able to understand which license should I get. I also need recommendation for powerapps portal license.

I checked the pricing in microsoft website and it gives me these 3 options.

I also want to understand if this plan is for developers who will need to login to powerapps and edit the portal or is it for normal end-users. Is this license supposed to be assigned to the Users through Azure portal?

My plan is to get Pay as you go subscription for power pages since I will only let authenticated users to log in.

I believe the pay as you go $4 plan would be sufficient for my case.

My goal is to keep the costs minimum.

Any suggestions would be appreciated.

Based on the scenario you have mentioned. For your use case, I would suggest you go with the Pay as you go

If you are anticipating more than 500 external users per month then I would suggest the following

For your developers from my first screenshot, you can utilise the pay-as-you-go $4. Once you procure, you must assign appropriate security roles for the developers in your appropriate power platform environment.

I have some more questions:
1. Does the Pay as you go plan cover both the costs - app and users?
2. How is the Powerapp Pay as you go plan different from PoweApps Plan 1 and Plan 2?

1. Yes. Meaning power pages site(one site) and users viewing the site

2. My screenshots are referring to power pages licenses not powerapp licenses. However, to answer your question. Power app license also covers power apps portals aka power pages. P1 is only one power pages site (per app). P2 is multiple power apps per user + power pages site. Pay as you go is usually suitable for less than 50 users licenses.
