Do you create a flow connection within your app?
Do you add a Microsoft Flow for Admins connection and Flow Management connection within your app or your flow?
If you add a Microsoft Flow for Admins connection and Flow Management connection within your app or your flow, the end users who want to access this shared app must provide their own credentials to access the Microsoft Flow for Admins service and the Flow Management service.
If the end users want to create a connection to Microsoft Flow for Admins connector or Flow Management connector, they must meet the following prerequisites:
1. A paid PowerApps Plan 2 license or a PowerApps Plan 2 trial license. You can sign-up for a 30-day trial license at http://web.powerapps.com/trial. Trial licenses can be renewed if they've expired.
2. Office 365 Global Administrator or Azure Active Directory Global Administrator permissions if you need to search through another user’s resources. (Note that Environment Admins only have access to those environments and environment resources for which they have permissions, and global admins can see all resources across the tenant.)

If your end users don't have permission to access the Microsoft Flow for Admins connector and Flow Management connector, they could not use your shared app.
