I would like to ask if there is ways to read barcode from image in Power Apps using Barcode Reader or anything else?

No - there is no way of interpreting the contents of an image with Power Apps.

You could use the 3rd party Encodian connector and a Flow to read barcode images.

Thanks @WarrenBelz - the basic Encodian plan gives 50 free actions/month so it's a good plan. The Flow call would obviously require a premium license, but it's still great value IMO for what you get here.
