User only with power apps license can use OOB entities from dynamics?

We create a model driven app which includes some entities from dynamics OOB customer service. For the user only has power apps license, no dynamics license, can they use our app? Thank.

If you mean an E3 licence, no - they need a per-user licence to use Model Driven App sources.
