I have read through literally dozens of suggestions concerning this and also the documentation related to Powerapps and their tables but due to Powerapps being a moving feast over the past few years none of the solutions help.

I have a new user who is trying to access my PowerApps and he is the ONLY user who gets this problem. With one app he gets the above error and it details a specific table, with another app he gets a Network error. As they both relate to data access in some way I am thinking the root cause is the same as both apps access the same table. Please help, I am at my wits end with this one.

I have the same question (0)

This user which licesing is assinged to it? Per App or Per User?

If is per APP, you each app the system must have a app pass for the user. In  your case 1 user and 2 app you will gonna need two app passes.

If is per User, did you test set this user as Sys Admin just to see if he will access without any issue the applications. If after you tested that and it worked you need to review the permissions related to this user.

Can you share a screenshot of the error? Is it a model driven app or a canvas app?

when is the error happening, during app start or while doing a specific data retrieval. If you could share the security role configuration that is assigned to this user for this specific user that would help too.

if a canvas app, use a monitoring session to view the network requests to see where the error comes from. I believe you can also monitor from model-driven apps, but generally you can use the check access feature to verify too.
