Sharing Connection for Solutions in each Environment.

I am trying to setup a formal Power App Development Team of about 5-10 users. All new projects will be created as solutions and deployed up via Pipelines. One of the issues I keep running into is around Connections. I get that solutions use connection references. What I would like to do is pre-create all the default connections for File System, SharePoint, SQL or whatever with dedicated service accounts in each environment. Have only a couple of people with access to manage those (Like you can in Power BI) and then share those out to the DEV team to use. That way they don't have to create their own and worry about PW expiration or individual user permissions to different services\systems. 

 

I tried setting up File System connections but I don't see how to share them. When I try to type in a username in the share box, it says they are not part of the organization. What am I doing wrong?
