We wish to user per app licenses on a new app being created in our tenant.

Est 10 users, one of which already has a Power Apps premium license for other purposes. Will the environment need to be allocated 10 per app passes, or will it be okay with 9 per app passes as one user is already licensed directly?

Re: Combining Power apps premium and per app license

Per app licenses are added to a pool of licenses available in a particular environment. They are then automatically assigned to any user who doesn't have an adequate license when they try to run an app in that environment that has been enabled to use per app licenses. So for the user who has the premium license they can run the app using that license. For the other 9 users a per app license will be assigned automatically if they have been added to the environment and the app has been configured to use them. This article covers how to setup and use per app licenses. About Power Apps per app plans - Power Platform | Microsoft Learn

    hey @mmr10_4

n your scenario, where you are creating a new app in your tenant and expecting around 10 users, one of whom already has a Power Apps Premium license, you would typically need to allocate licenses based on the unique licensing requirements of each user.

The Power Apps Premium license is a per user license that allows a user to run unlimited custom applications. Therefore, a user with a Power Apps Premium license does not need an additional per app license to use your new app.

For the remaining 9 users who do not have a Power Apps Premium license, you would need to allocate 9 Power Apps per app licenses. Each of these licenses would enable a user to access one custom application – in this case, your new app.

So, in summary, for your new app with 10 users (where one user already has a Power Apps Premium license), you would need to allocate 9 Power Apps per app licenses for the other users.
