Does the user have permission to switch between GPT3.5 or 4 engine in Microsoft Copilot?

Basically the question, but in the copilot orchestrator flowchart, it is written that 

> Azure Open AI instance is maintained by Microsoft.

Could anyone please share Microsoft documentation which discusses if this is possible or not? TIA
