Hello,
here is my scenario I would like to ask you for help with - I have the Office 365 tenant full of E3 licenses. PowerApps service plan is currently disabled but we`re considering its enabling for a small set of users (power users, developers) so they can developed some fancy applications (mostly SharePoint based) for the rest of the company.
And here I`m coming to the point - is there a way how to allow users (i.e. whole company) to consume created apps without being able to create a new ones (this should be restricted from security resons - shadow it....). What we learned is that each user who is expected to use an app created in PowerApp need to have a PowerApp license which results in a state that he is able to create his own PowerApps as well. Is there any way to prevent this (i.e. to let the users just to consume the content created by PowerApps but at the same time block to these users to create thier own PowerApps)?

So far this cannot be achieved. If you really need this, perhaps you could vote on below idea that submitted by other, or you could create one your own if this idea does not meet all your requirement:
