Hi there,
You can create (trial) portals with an account that has that subscription , if you want to keep the portal and have external or internal users use it, you are still subject to the Portals pricing structure:
Starts at $100 or $200 depending if your users will be authenticated or not.

For users under your tenant, they will need a Power Apps per app or per user license to be able to use the portal

The answer is no. You need either per app or per user license or the new pay-as-you-go license.

If the portal is within the dynamics environment then they don't need special license. If the portal is outside dynamics environment then they need a power apps license.

What do you mean by "within the dynamics environment". Currently, the portal is on the same environment.
