How do I update admin rights on portals?

Could you clarify what you are trying to achieve? Are you trying to assign portal users to a specific web role, or trying to modify what permissions an existing web role, or something else?

Thank you for your response. My initial goal was to get admin rights to be able to see the upload button to upload files to Web Files. It seems I now have admin rights. I also went in to Azure Active Directory to update my privileges. At present, I am unable to edit my Portal apps. The edit item is greyed out.
I think the upload button others provided screenshots of may have been the button from XRM Toolbox. As I have not installed XRM Toolbox, I was never going to see that button. In any case, I now am unable to edit my Portal apps. I would like to know where to configure access.
In Microsoft 365 Admin Center, I am a member of Admin groups
In AAD, I am a Global Administrator
Global readers have read-only access to admin centers, while Global admins have unlimited access to edit all settings. Users assigned other roles are more limited in what they can see and do.
