My office manager is in charge of updating our job schedule, which she stores in her OneDrive Business folder. I asked her to share that Excel file with me in hopes to link it to my PowerApp dropdown control....unfortunately I haven't the slightest clue why I can't find the data link.

Can you tell more detail about the data link?Do you mean that you want connect your shared Excel file to Canvas apps, but you can’t find it when you want to choose file in powerapps?Or you just want to know how to link your excel data to drop down box?
For my first assumption, maybe you need to add and sync the shared folder that contains Excel file to your OneDrive firstly. Only the file in your OneDrive Files can be connected to PowerApps.you can refer to the following doc:Add and sync shared folders to OneDrive
For the second, you can set item property of drop down box as the following formula.
TableName.ColumnName

Could you achieve to do that? .. I have the same problem, I can't connect my shared files on OneDrive for Business to my PowerApp. I know that I can copy or move that files to my OneDrive directly but the problem is that those files are modified continuoslly for that reason I need to sync them with my OneDrive for bussiness .
