I am trying to create a database in Power Platform admin center in sandbox environment and I am getting this error (Unauthorized to create environment with LinkedAppMetadata.).
Any assistance would be helpful.

Hello, @JeffRooks,
To create a database, you first need to either create an environment, or be assigned to an existing environment as an Environment Admin. In addition, you must be assigned the appropriate license.

I am an environment admin and you have a Power App plan 2 license.

No, my environment was not created with Dynamics365 Apps.

@JeffRooks, that is a strange error. One thing you can do, just to eliminate all possibilities is to make sure that your environment is up to dat from the Admin Center > Environments > Select your environment > Update.
If that did resolve the issue, from the Admin Center open a support ticket:

I followed the path to get to the Update, but no Update button was available.
So if you don't have any other ideas, I will open a support ticket.

I am receiving the same error. It is a Sanbox D365 Finance environment that I want to add a Dataverse database to. I an am environment admin and have PowerApps licensing. Have you found anything that works to resolve this?

I have not found a resolution to this error yet and did not submit a support ticket to Microsoft as recommended by AhmedSalih in this communication.
Since you are receiving the error also, you may want to create a support ticket to Microsoft as recommended by AhmedSalih.

This is because it's a D365 Finance and Operations (F&O) environment. To add a Dataverse instance, you'll need to do it from Dynamics LCS (the lifecycle services management tool for F&O). Hope this helps!
