Dataset command bar not updating as expected

Hi,

We had recently faced an issue where we were calling setSelectedRecordIds() and it was calling updateView() and as we got to know from here setSelectedRecordIds method triggering update view everytime it was a bug previously, which was later solved by Microsoft as told by @aroudaki

Now, when we use the setSelecetedRecordIds() method and select record the ribbon bar changes and shows Edit, Delete buttons and it worked correctly.

But, when we unselect the record or select more records, it doesn't change the command bar buttons. We tried to debug and found out that it is causing only in crm region, in crm8 it is working correctly.

The difference in debugging between the two regions is that when the record is unselected the updateView() is called again in the crm8 region but not in crm region.

@AnqiChen @HemantG Please help us out.

Nice debugging work to catch differences across regions! I am impressed!
