Is there a way to stack datacards on top of each other in the same row? It would look like this:

Do you want to adjust datacards position in a from like the pic that you showed?
I'm afraid it's not supported currently in powerapps.
You can not merge two datacards together.
I suggest you express your views about adding more freedom when customizing the form on PowerApps Ideas Forum. Your precious feedback will be very helpful for our work.

As an alternative way, I suggest you create a component based on your demands.
You could put controls in whatever position that you want in the component. And then combine them as a form.
