Licensing: Need to find the most appropriate plans for my users

Hello to the fellow PowerApps Community!

 

I have been working on an app and currently in the process of deploying it. It will have about 100-200 users (students), and I come here seeking advice on getting licenses for them. It is a single app with two developers using the dev plans till now. 

 

The app uses Premium connectors (SQL on-prem, Flows using premium elements, etc).

 

At this point, due to our limited budget we need to find the least expensive plan for the users. I am up for the per app plan, but the catch is that the students will use this app only few months a year. The rest of months, it will be a waste of college resources as most users will stay dormant. I explored the pay-as-you-go per app plan, but it seems to charge $0.60 per flow run (and other such cents per resource charges on API calls etc). These could pile up during certain months, as large no. of requests will be throttled during a short period. I need full proof plan for the budget so I can ask the admin team to provide the funds recurring each year.

 

The app currently runs via my dev plan (my flows etc.), and I have added 2-3 co-authors as I am planning to leave. I need it to run independently without much supervision. I went through the PowerApps licensing pages and there are too many details that are very confusing.

 

Any suggestions how I should setup everything for the future before I say my goodbyes?

 

All advice is welcome, and I would love to get in a discussion with someone who's interested to share their valuable licensing knowledge. I feel Microsoft has complicated the licensing scenario too much for a novice like me to get through. Any help appreciated.

    As long as they will be using the app less than 6 months a year you should go with the Power Apps pay as you go plan. Like the per app and Premium Power App license that license covers both the App and any associated flows. So you won't need a separate Pay as you go Power Automate license.  That is the one that charges per flow run.  You can read more about Per Apps pay as you go here: Issues and FAQs about pay-as-you-go plans - Power Platform | Microsoft Learn
