My Power Apps app throws a Graph API accessDenied error for a user

I finished a Power Apps app that uses the Excel connector to connect to a few tables on SharePoint. Have shared it with a test user and he gets the following error
 
 
The user has the app open but the data refresh seems to fall over. We have a flow in the background pulling data from the tables. So it appears the user has access to the Power Apps app but maybe not the underlying flow which pulls the data.
 
This looks like a licensing question. I'm just starting out so I'm tapping in the dark on how to troubleshoot this

    This generally means that they may not have access to the site and entities on the site, your Excel files.
