How to make the theming component from CoE starter kit available across company environments

Hi governance experts!

Imagine a company want all the power apps makers to apply the predesigned theme for the apps, makers are using different environments and the company admin only install one CoE starter kit at a dedicated CoE environment to facilitate the governance for all the other environments.

My question is: would the theming component from CoE starter kit installed at dedicated CoE environment become available across all company environments? If not, how can we achieve it?
