Custom command bar button not working

In my case, the botton does nothing, I created a custom cotton so that there would be a side dialog box, executing a java script, but it does nothing, checking the information from Microsoft, I added the command checker that tells me that the button is not in the library components.Screenshot_1.pngScreenshot_2.pngScreenshot_3.png
