Hi, all.
If I create a bot and publish to Teams, will it be available for 1:1 chats or will it have to be added to a team+channel?

Today, you have a limit that is:
Currently only the Personal scope is supported for Microsoft Teams, so users can only have a private conversation with the bot.
So, your chatbot will be added like 1:1 chat: https://docs.microsoft.com/en-us/power-virtual-agents/teams/publication-add-bot-to-microsoft-teams-teams#add-the-bot-to-the-built-by-your-colleagues-section
