Cost of Dataverse for use with Copilot Studio only?

Everyone in the communities and blogs appears to recommend using Dataverse as the structured data storage solution for use with Copilot Studio developed chatbots. But I am struggling to understand the cost of Dataverse. A few days ago I found a pricing page with a very high (enterprise grade) pricing, but now I can't find any clear pricing information at all. What is see is difficult to understand and confusing.

I understand this is not formal information from Microsoft here, but does anyone have a better understanding of what it would cost to have a couple of Dataverse tables, only for the purpose of storing some realtime-updated data for use with Copilot studio bots? Say 100.000 rows maximum.

Regarding 1 Licensing options, PER APP PLAN

Cost: $5 per user/app/month:

Since I make chatbots for customers in Copilot studio, I have no knowledge about how many users a specific chatbot may have. Additionally, if the customer adds the chatbot to their public website or a self-service terminal in a hotel or similar, there is no way to know how many users there are.

Or is Copiliot Studio considered the app, and each copilot/chatbot a user? Or is each human interacting with a chatbot a user?

It will be practically impossible to monitor this correctly if it is the latter.
