Why am getting this error? although my environment is developer type, so database is by default

Have you tried an in-private browsing session in a different browser? Just to double check it is not a browser thing.
If you can still reproduce it in different browsers (with in-private browsing) I would suggest to contact Power Virtual Agents support as well:
