I have a power automate that has some approvals inside it. When I try to run it, I get an error about needing to create a CDS database in the environment.
Are there additional costs associated with creating this database?

Yes, there is a cost associated with creating this database. You will need at lest 1GB of free storage capacity to provision a database in an environment. Each tenant will have a default storage allocation that is related to the number of licenses that you have.
If you have used this capacity to provision a database in another environment or if you don't have sufficient free space to create a new database, there will be an additional charge.
