Are there APIs to manage or query a powerapp? Start one, return users or owners, return variable data, etc?

I'm essentially trying to make my life easier thinking there may be a way to build a dashboard that can help view and manage powerapps running in our organization.

I'm looking for information such as:

Can I start or stop a power automate flow with a API call?
Can I return users or owners for powerapps with an API call?
Can I peek into variables or collections of a running powerapp with an API Call?
Other similar ideas, basically are there APIs I can tap into to work with PowerApps and Power Automate?
Any info will be appreciated. Thanks.
