We are working on a solution with using canvas app and PA flows. As the data source we would favour Dataverse for Teams (DV4T) because we can build relational data model and should be included in the E3 license. (About the Microsoft Dataverse for Teams environment - Power Platform | Microsoft Learn)
I built a testapp in a standalone dataverse environment and deployed it into a Dataverse for Teams environment following the official guidelines: Move customizations between environments - Power Apps | Microsoft Learn

The said app requires premium License:
Why does this app require a premium license?
According to the documentation, a user must have a premium license if he wants to access the app from outside of MS Teams: How to check license designation for an app - Power Apps | Microsoft Learn
I tested this with a user that has an E3 license only: he can use the app inside Teams (if he belongs to the security group that has access to the app and tables) but not in webplayer:
